List of social housing projects currently open for sale and upcoming in Hanoi.

According to information from the Hanoi Department of Construction, from now until the end of 2025, several social housing projects will continue to receive applications for home purchases. Investment Project for the Construction of the Social Housing Area at Land Lots CT3 and CT4, Kim Chung New Urban Area

The project is located at land lots CT3 and CT4 of the Kim Chung New Urban Area, Thien Loc Commune, Hanoi. Applications will be accepted from November 10 to December 19, 2025.

Before commencing sales, the joint venture of developers must submit a written report on the total number of apartments expected to be offered and the expected schedule for receiving applications and initiating sales. This report will be sent to the Hanoi Department of Construction for monitoring and public disclosure on the Department’s online portal for at least 30 days prior to the start of the application period.

The project consists of three 12-storey buildings with a total of 1,100 units, accommodating approximately 3,900 residents. Of these, 589 units are for sale as social housing, 212 units for rent, 128 units for rent-to-own, and the remaining units are commercial units.

The project is expected to be completed in Q4 2026.
The selling price is 18.4 million VND/m².
Rental price: 91,700 VND/m²/month; rent-to-own price: approximately 313,000 VND/m²/month.

Kim Hoa Urban Housing Project

(formerly: Housing for Low-Income Workers serving Kim Hoa – Phuc Thang Industrial Zone)

The project is located in Kim Hoa Commune, Me Linh District (now Tien Thang Ward, Hanoi). Applications for purchase or rent-to-own will be accepted from October 6 to November 5, 2025.

Contracts for apartments in buildings CT1, CT3, and CT4 are expected to begin signing from November 25, 2025.

The project includes 720 apartments, of which 648 units are for sale and 72 units are for rent-to-own.

In the first application round, 408 units will be offered for sale at nearly 20 million VND/m², and 72 units for rent-to-own at 244,515 VND/m²/month.

The handover is expected in late 2026.

Thuong Thanh Social Housing Project

Located in Thuong Thanh Ward, Long Bien District (now Bo De Ward, Hanoi). Applications for purchase or rent-to-own will be accepted from October 1 to November 4, 2025 (excluding Sundays).

Contract signing schedule:

  • CT1: expected from November 24, 2025

  • CT2, CT3: expected from January 26, 2026

The project comprises three 22-storey buildings (CT1, CT2, CT3) with a total of 1,951 apartments. Of these, 1,765 units are for sale at 29.4 million VND/m²; the remaining units are rent-to-own at 346,701 VND/m²/month.

Handover is expected in Q3 2027.

Social Housing Project in Dong Anh

The project is located in the former Uy No Commune, old Dong Anh District (now Dong Anh Ward, Hanoi), developed by 319 Corporation of the Ministry of National Defense. It consists of four 9-storey buildings with one basement and one technical floor. A total of 466 units are available, including 419 for sale and 47 for rent-to-own, with apartment sizes ranging from 40–76.6 m².

Notably, this project does not provide social housing for lease and does not sell commercial units.

Sale price: 20.6 million VND/m²
Rent-to-own price: 288,527 VND/m²/month
Expected completion: Q4 2026

Applications received from October 21 to November 25, 2025.

N01 Ha Dinh Social Housing Project

Located in Thanh Liet Ward, Hanoi (formerly Tan Trieu Commune, old Thanh Tri District). The project consists of a 25-storey building with 440 units, including 365 social housing units and 75 commercial units.

For the social housing portion:

  • 255 units for sale

  • 37 units rent-to-own

  • 73 units for rent

Sale price: 25 million VND/m²
Rental price: 150,000 VND/m²/month
Rent-to-own: 390,000 VND/m²/month

Applications will be collected in Q4 2025, with expected completion in late 2027.

Hanoi is expected to continue accepting applications for several additional social housing projects in early 2026, including:

Social Housing Project in Thanh Lam – Dai Thinh 2 New Urban Area, Quang Minh Commune

Located in Quang Minh Commune (formerly Me Linh District), about 30 km north of central Hanoi.
Developed by the Housing and Urban Development Corporation (HUD), the project covers more than 15,400 m² and includes two social housing buildings: CT-05 and CT-06.

Prices:

  • CT-05: approx. 14.88 million VND/m² (VAT + maintenance included)

    • Smallest unit (~56 m²): approx. 835 million VND

    • Largest unit (68.3 m²): approx. 1 billion VND

  • CT-06: approx. 14.79 million VND/m²

    • Smallest unit: 831 million VND

    • Largest unit: 1 billion VND

Rental prices:

  • CT-05: 48,766 VND/m²/month

  • CT-06: 47,918 VVD/m²/month
    (VAT + maintenance included)

Each building has 122 social housing units, including 89 units for sale and 33 for rent.

Applications can be submitted starting December.
This will be the lowest-priced social housing project scheduled to open for sale in Hanoi.

Expected completion and handover: Q4 2026.
