The Ministry of Construction has promulgated Circular No. 32/2025/TT-BXD, signed on behalf of the Minister by Deputy Minister Nguyen Van Sinh. The Circular includes amendments and supplements to several provisions of Circular No. 05/2024/TT-BXD dated July 31, 2024, which details the implementation of certain articles of the Housing Law.

This Circular was issued to complete regulations on social housing development and management, taking effect from November 10, 2025.
The issuance of Circular No. 32/2025/TT-BXD is based on the Housing Law No. 27/2023/QH15; the Law amending and supplementing a number of provisions of the Land Law, the Law on Real Estate Business, and the Law on Credit Institutions; as well as key Government Decrees related to the management and development of social housing, including Decree No. 261/2025/ND-CP and Decree No. 192/2025/ND-CP.
Standardizing documents for verifying eligibility and income
A major highlight of the amended Circular is the replacement and supplementation of the forms used to verify eligibility and income conditions for purchasing or renting-purchasing social housing, as provided in Appendix I.
Accordingly, Circular No. 32/2025/TT-BXD replaces Forms No. 01, 04, and 05, and adds Form No. 01a to Appendix I of Circular No. 05/2024/TT-BXD.
The application of these forms to verify income eligibility for purchasing or renting-purchasing social housing is detailed as follows:
Form No. 01a applies to the groups specified in Clauses 5, 6, and 8, Article 76 of the Housing Law, except for low-income individuals in urban areas who have no labor contract and do not receive pensions paid by the Social Security Agency.
Form No. 01 applies to the groups specified in Clauses 9, 10, and 11, Article 76 of the Housing Law, and to the group specified in Clause 5, Article 76 (low-income individuals in urban areas) who have no labor contract and do not receive pensions paid by the Social Security Agency.
Form No. 04 applies to the group specified in Clause 7, Article 76 of the Housing Law (such as officers, professional servicemen, public security workers, public employees, defense workers, and defense officials).
Form No. 05 applies exclusively to the group specified in Clause 5, Article 76 of the Housing Law who have no labor contract and do not receive pensions paid by the Social Security Agency.
The Circular also adds a provision requiring that if the applicant for purchasing or renting-purchasing social housing is married, their spouse must also declare an income verification form corresponding to Form No. 01a, Form No. 04, or Form No. 05.
Clarifying verification for retired officials and civil servants
Circular No. 32/2025/TT-BXD also supplements regulations regarding verification for officials, public employees, and civil servants.
Accordingly, for officials, public employees, and civil servants who have retired and are receiving pensions paid by the Social Security Agency, verification using Form No. 01a must be conducted by the Social Security Agency currently paying the pension or by the Commune-level People’s Committee of the applicant’s registered permanent residence, temporary residence, or current place of residence.
The Circular also stipulates that forms No. 01, 01a, 02, 03, 04, and 05, as amended or supplemented under this Circular and Circular No. 09/2025/TT-BXD, remain valid for six months from the date they are certified by the competent authority.
Transitional provisions
Regarding transitional provisions, the Circular states that all documents verifying eligibility, income conditions, and housing conditions that have been certified under Circular No. 05/2024/TT-BXD will remain valid for six months from the effective date of this Circular (November 10, 2025).
For individuals belonging to the groups specified in Clauses 5, 6, and 8, Article 76 of the Housing Law who have already obtained documents verifying income conditions but have not yet obtained documents verifying eligibility under previous regulations, the income verification document will simultaneously serve as the eligibility verification document and will remain valid for six months from the effective date of this Circular.
